The Doctor in his fourth incarnation played by Tom Baker between 1974 -1981 visited Paris in the adventure “City of Death” broadcast in May 1979.
He again visited Paris or more specifically Versailles during his 10th incarnation played by the excellent David Tennant between 2005 – 2010 in an episode named “The Girl in the Fireplace.” On this occasion he visited Versailles via a time window which he discovered on a 51st Century space craft called Madame de Pompadour. Needless to say The Doctor met Madame de Pompadour (an incredible woman in her own right and mistress to King Louis IV) and got involved romantically with her.
Finally, he visited the Musee d'Orsay during his 11th incarnation played by Matt Smith between 2010 - 2013 in an episode called "Vincent and the Doctor" broadcast in 2010.
It seems to me that another visit to Paris would be an excellent idea for The Doctor and perhaps an adventure could unfold within the walls of the Moulin Rouge 1889. Just a thought!
